That the existing internal resource base of banks, and frequent requests for bank liquidity support to the National Bank of Ukraine led to the need for such measures as the use of refusal to support the liquidity of the banks for all the tools of refinancing in the event of a permanent imbalance between the timing and amounts borrowed and allocated funds. According to the decision of the NBU Board from 21.04.2008, № 107, April 22, 2008, when considering the support of the bank's liquidity by refinancing takes into account information about the conduct of their monetary policy within the limits of the terms and amount of credit resources. Such measures, in our opinion, are quite reasonable. As shown by studies, now in the banking system of Ukraine, a rapid accumulation of foreign exchange and fixed-term imbalances, which manifest in the growth of discontinuities (gaps) between the amount of deposits and loans by maturity and currency of payment. This indicates an increase in liquidity risk at the macro level, the reason why - that banks of high-risk lending policies, namely the provision of long-term loans without the availability of domestic long-term credit in the required currency.
