The richest and poorest regions

Ranking, in which regions receive mo-ta in accordance with the magnitude of planned public expenditure per capita, "F." is the fourth consecutive year. As usual, a number of regions with the highest per capita spending were three oil-rich autonomous region, as well as Moscow and St. Petersburg. The budgets of the two capitals are so great that even a huge population has not prevented them from entering the top ten. Outsiders in the lead. In addition, at the top of the list was almost naturally the entire Far East. People in its vast territories live a little, at the same time, harsh environmental conditions and a low concentration of industry dictate the specific weight of the state of the economy: based on its funding base for regional sectors - construction, public administration and infrastructure industries, including utilities. In this regard, Chukotka has no equal - people nedotyagivaet to 49 thousand people, with the infrastructure, construction and administrative functions, accounting for about half of the gross regional product. This provides the first district-largest per capita expenditure. In comparable prices, "Chief of Chukotka" spend 7 - 8 times more than their counterparts in the regions, trailing ranking. Some of the economically weak regions have also come to the top of the list due to its high dependence on public funding. For example, the Republic of Tuva and Chechnya is not far behind the Tyumen region and Sakhalin, and walked industrialized Kaluga, Kemerovo and the Belgorod region. And yet, most of the regions with depressed economies were at the lower levels of the ranking. Caution is paramount. Growth has a positive impact on filling the coffers at the subnational level. According to the Finance Ministry, last year built up areas on the average tax and nontax revenues of consolidated budget of 17.3%. In the seven subjects of the Federation revenues increased by 40% or more. In 20 of the 83 regions of the consolidated budgets were executed with a surplus. This year, the situation is also causing concern. As reported in mid-March, Deputy Prime Minister Alexei Kudrin, for the first two months of regions were 8% more revenue than the same period in 2010. Among the few regions in the current year plan to more actively influence the economy through the budget, is allocated Moscow. Sergei Sobyanin, got to be the capital's mayor last fall, began to make adjustments to already past the first reading of the document, in particular, tripling investment in the transport system. As a result of the consolidated budget expenditures edits Moscow this year to increase by 27% - more than just allowed myself to Kamchatka. Nevertheless, the majority of governors miles financial plans for 2011 are clearly cautious. The authorities only two regions - the Moscow region and Yamal - expect the excess of revenues over expenditures. Only 15 of consolidated budget revenues are expected to increase from last year's levels, increase costs will only be collected in 24 regions. At the same time, many are planning a significant reduction in your budget. And among the most ardent conservatives were as regions, poorly secured their own income (for example, Ingushetia, Karachaevo-Cherkessia, and Kalmykia), and completely independent. For example, the cost of the consolidated budget of Tatarstan was originally planned to shrink compared to last year's actual of 27%, the Tyumen Oblast - by 22%. Part of conservatism can be explained by the governors planned reduction in intergovernmental transfers. This year, the federal government will send to the regions of 1.26 trillion rubles - about 100 billion less than in 2010. Many of the excessive generosity and hold the accumulated debt, the amount of which in Russia as a whole over the past three years has doubled to 1.1 trillion rubles. Of course, given the upcoming elections, and assuming the high oil prices, plans will be reviewed everywhere in the direction of extension. In some cases, such adjustments are already taking place. For example, in Tatarstan Republic's budget started getting rid of excessive conservatism in February, adding to the revenue and expenditure of 12.6 billion rubles. In March, the Sverdlovsk region increased planned spending by 7.3 billion rubles-lei, Novosibirsk Region - 5.3 billion rubles, the Irkutsk region - 3.7 billion rubles.
